UNITED NATIONS, March 2 (Reuters) - The United Nations General Assembly on Wednesday overwhelmingly voted to reprimand Russia for invading Ukraine and demanded that Moscow stop fighting and withdraw its military forces, an action that aims to diplomatically isolate Russia at the world body.
The resolution, supported by 141 of the assembly's 193 members, passed in a rare emergency session called by the U.N. Security Council while Ukrainian forces battled to defend the port of Kherson in the face of air strikes and a devastating bombardment that forced hundreds of thousands of people to flee.
The text of the resolution deplores Russia's "aggression against Ukraine." The last time the Security Council convened an emergency session of the General Assembly was in 1982, according to the U.N. website.
Russia was joined by Belarus, which has served as a launch pad for Russian invasion forces, Eritrea, North Korea and Syria in voting against the resolution. Thirty-five members, including China, abstained.
While General Assembly resolutions are non-binding, they carry political weight, with Wednesday's vote representing a symbolic victory for Ukraine and increasing Moscow's international isolation. Even Russia's traditional ally Serbia voted against it.
U.S. Ambassador to the United Nations Linda Thomas-Greenfield told the assembly that Russia was poised to intensify the brutality of its offensive and urged members to hold Moscow accountable for its violations of international law.
She cited videos of Russian troops moving heavy weapons into Ukraine, including cluster munitions and vacuum bombs, banned under international law.
"This is an extraordinary moment," she said. "Now, at more than any other point in recent history, the United Nations is being challenged."
"Vote yes if you believe UN member states – including your own – have a right to sovereignty and territorial integrity. Vote yes if you believe Russia should be held to account for its actions," she added.
Russia vetoed a similar draft resolution last week from the U.N. Security Council.
Thomas-Greenfield accused Russian forces of moving "exceptionally lethal weaponry into Ukraine, which has no place on the battlefield" based on videos she had seen. She did not show the video.
"That includes cluster munitions and vacuum bombs, which are banned under the Geneva Convention," she continued.
Separately, Sen. Lindsey Graham, R-S.C., and Rep. Victoria Spartz, R-Ind., announced Wednesday they were offering separate resolutions urging the ICC and ICJ to investigate Putin for war crimes and crimes against humanity, which have been leveled by some critics for the use of weapons that Thomas-Greenfield described.
"There will come a day when the rule of law will trump the rule of the gun and that day I hope will come sooner rather than later," said Graham during a press conference.
Graham said in the coming days he hopes to garner bipartisan support for the resolution to hold Putin accountable.
"This is a proper exercise of jurisdiction. This is what the court was created for because there is no venue absent this court in my view to hold Putin and those who follow his orders accountable," said Graham
Russia’s U.N. Ambassador Vassily Nebenzia then urged U.N. members to vote against the resolution, alleging that Western nations exerted “unprecedented pressure” with “open and cynical threats” to get support for the measure.“This document will not allow us to end military activities. On the contrary, it could embolden Kyiv radicals and nationalists to continue to determine the policy of their country at any price,” Nebenzia warned.“Your refusal to support today’s draft resolution is a vote for a peaceful Ukraine” that would not “be managed from the outside,” he said. “This was the aim of our special military operation, which the sponsors of this resolution tried to present as aggression."

Date: 2022-03-03 11:30 am (UTC)The U.N. General Assembly today voted 104 to 18 to demand withdrawal of foreign troops from Afghanistan, dealing the Soviet Union its most stunning diplomatic defeat since the world condemned its 1956 invasion of Hungary.
Those voting against the resolution for withdrawal included only what one startled observer called the "inner circle" of countries overtly in the Soviet camp. The only "no" vote outside the recognized communist world came from the Caribbean island of Greneda. <…>
Soviet Ambassador Oleg Troyanovsky, quoting remarks made during the weekend by President Leonid Brezhnev, today blamed what he called the "deliberate and brazen distortion of the Soviet role in Afghanistan' on U.S. attempts to revive the Cold War.
Troyanovsky called U.S. economic sanctions and military buildups in response to the invasion a "serious policy miscalculation" and a U.S. administration "boomerang" that will "strike back, if not today then tomorrow." <…>
Voting against the resolution were: Afghanistan, Angola, Bulgaria, Byelorussia S.S.R., Cuba, Czechoslovakia, South Yemen, Ethiopia, East Germany, Grenada, Hungary, Laos, Mongolia, Mozambique, Poland, the Ukrainian S.S.R., the Soviet Union and Vietnam.
Those abstaining in the vote were Algeria, Benin, Burundi, Congo, Cyprus, Equatorial Guinea, Finland, Guinea, Guinea Bissau, India, North Yemen and Zambia.
