chuka_lisДля общего образования, как в США определяли членов банды Tren de Aragua для быстренькой депортации в Сальвадорскую тюрьму. Достаточно было венесуэльского происхождения у не гражданина США, и татуировки, фактически, любой, чтоб набрать необходимые для депортации 6 баллов (татуировка весит 4). В приницпе, там было 6 категорий ( включая- сам признался (!), и если задержанный набрал 8 баллов- то он - определенный и четкий бандит (а если 6- то "скорее всего" бандит, посовешаемся с начальством и решим). Судя по результатам, отправляли 6+. Дополнительные признаки члена банды- если венесуэльцы носят одежду со спортивными брендами (например, Чикаго Булз) или при задержании имели "уличный стиль". У 90% депортированных не было криминальной истории ни в Венесуле, ни в США.
А банда то, считается, тюремная (кто сидел).
Также, если человек хоть когда то "электронно связывался" с "установленным членом банды" , или у него были посты в соцсети где сотрудники могли усмотреть связь с символикой банды (вероятно, та же самая широкая что и для татуировок?), он автоматом получал 6 баллов. То есть, Васю с татуировкой футбольного мяча, пистолета, короны или розы, одетого в спортивне брюки и курточку с Майклом Джорданом- загребли, 8 баллов, а у него в телефоне есть Петя и Коля, тоже родом из Венсуэлы... Ну и все, спеклись, взяли и этих Петю и Колю, обое автоматом по 6 баллов (а если еще и с татуировками, и одеты "не так", то вообще, гарантированные бандиты,это ведь 10+).

But the document also appears to leave a lot to the discretion of ICE officers conducting the review, stating that even migrants who only score six or seven points may still be considered members of the gang after the officer consults with a supervisor and the Office of the Principal Legal Advisor and "reviewing the totality of the facts, before making that determination."The document indicates that individuals who score five points or less should not be validated as a member of TdA but encourages officials to initiate removal proceedings under other existing authorities.Communicating electronically with a known TdA member is worth six points, in other words, it appears to be enough evidence for an official to classify a person as a member of the gang. One of the categories labeled "Symbolism" includes a section about "tattoos denoting membership/loyalty to TdA" and social media posts by the subject displaying symbols of TDA. According to the document, individuals with tattoos that are believed to be associated with TdA are worth four points.The document informs officers to consult with supervisors before classifying migrants as TdA members or initiating removals if they score eight points or more on the "Symbolism" or "Association" categories alone.In their motion for preliminary injunction, the ACLU also claims intel gathered across different agencies on TdA are "internally contradictory." One document submitted by the ACLU -- that they state is from Homeland Security Investigations (HSI) -- includes photos of tattoos that they say HSI considers identifiers of TdA which include tattoos of crowns, trains, stars and clocks. Additional identifiers, according to the document, include "often wear sports attire from U.S. professional sports teams with Venezuelan nationals on them" and "dressed in high-end urban street wear."

Мне здравый смысл подсказывает, что если татуировака это 4 балла, а высылать могут за 6+, то выходит, что было 2 основных критерия - мужчина из Венесуэлла, и чтоб с татуировкой; а если еще одет в джерси со спортивным брендом- все, гарантированно бандит из ТдА. Расследований или других поводов - и не надо даже.
Читала я, что во времена 2 мировой и несколько перед, "по внешним признакам" (и этого было достаточно), служители рейха определяли евреев и цыган (которые, тоже можно сказать были "мигрантами") , ну или "добрые люди сообщали что (тогда электронной связи не было) такой-то ...)", - и этого хватало.. Ну и дальнейшее, мы знаем.
США уже - никак не тянет на правовое государство.
